The Town of Breckenridge Water Division directly manages the Town's Cross Connection Control Program in order to make the process easier for backflow testers and provide overall better customer service.

All commercial (non-residential) domestic, irrigation, and fire sprinkler lines require approved backflow assemblies. The assemblies must be tested by a Certified Backflow Tester and the test report provided to water staff at the time of the C.O. inspection.

  • Annual compliance backflow device testing will be due before July 1st for irrigation, and September 1st for all other assemblies each year

  • Test reports can either be:
    • emailed to us at backflow@townofbreckenridge.com

    • mailed to Town of Breckenridge Water Division, P.O. Box 168, Breckenridge, CO 80424

    • or hand-delivered to our office at 1095 Airport Road, Breckenridge, CO

  • The Water Division will continue to conduct individual site surveys for commercial, multifamily, industrial and irrigation properties. This is a state regulation. 

Penalties Will Be Assessed

Beginning in the 2023 testing year, penalties will be assessed to properties that do not meet the annual testing deadline of July 1st for irrigation assemblies, and September 1st for all other assemblies, per Town Code Title 12, Chapter 3, Section 9, adopted on February 28, 2023 as outlined below.

Non-Compliance within 30 Calendar Days of Due Date  1st Notice - $1,000.00 
Non-Compliance within 60 Calendar Days of Due Date  2nd Notice - $2,000.00 
 Non-Compliance within 90 Calendar Days of Due Date  Termination of Water Service within 7 Days of Final Notice

Overview: 

The Colorado Department of Public Health and Environment (CDPHE) requires every water supplier to develop and implement a comprehensive cross connection control program for the elimination of all existing cross connections and prevention/protection from all future cross connections. For the Town to remain compliant, cooperation from all residential and commercial property owners is essential and a critical part of this program.

The Town of Breckenridge Ordinance and State plumbing code require that all cross-connections from non-potable water sources to potable water sources be protected by an appropriate testable backflow device. If you have connections to pools, hot tubs, irrigation systems, fire sprinkler systems, heating systems/boilers, commercial, restaurants, alternate water sources or similar, compliance is mandatory with state and local regulations. If changes are made to plumbing systems or backflow devices are installed, the Town of Breckenridge Building Department requires a standalone plumbing permit. For fire sprinkler systems, the Red White and Blue Fire Protection District will also need to be notified. The Water Division will inspect the installed backflow device only after it has been tested.

Backflow preventers are the property of the water customer and the responsibility lies with the customer for annual testing and maintenance. The water customer must contract with a licensed tester to perform the required annual tests.
